As well as blocking harmful UV light, sunglasses also serve to shade your eyes from the light you can see (When the sun comes out that is). The rating for this runs from Category o to Category 4.
A quick check to determine if sunglasses are dark enough is to try on the sunglasses and look at yourself in a mirror. If you can see your eyes clearly through them, they may be too light.
